Patton Town Center Moves Toward Final Phase of Development

Developers are looking to move forward with the third and final phase of Patton Town Center on Colonnade Boulevard, with plans to add a restaurant, retail space and a medical office building.

Patton Township Planning Commission voted at its meeting last week to refer the final land development to the Board of Supervisors for approval. Supervisors will consider the plan at their meeting on Wednesday.

An original plan for the site at Colonnade Boulevard and Waddle Road was approved back in 2008, when plans at the time called for a hotel, shopping center and restaurant.

Those plans have changed over the years. The first phase of development brought the Cracker Barrel restaurant, which opened in 2011. Sheetz, which opened in 2017, marked the second phase. A hotel is no longer part of the plans.

The final phase will add three new components to the center.

Behind Cracker Barrel will be a 9,000 square foot, tavern-style restaurant. To the west of Sheetz, plans call for a 15,000 square foot retail strip that could have up to five businesses, depending on who leases the space and how much square footage they negotiate. A 2,790 square foot concrete pad for outdoor restaurant seating will be installed adjacent to the retail building.

Mark Saville, of Sweetland Engineering, who presented the plans on behalf of Keystone Real Estate Group to planning commission, said the property owners have identified potential tenants for the new buildings in the center and are currently in a non-disclosure phase of negotiations.

Saville said the architecture of the retail plaza would be similar to the Trader Joe’s plaza on Patriot Lane off of North Atherton Street.

A 68,200 square foot medical office building is planned for the pad of the formerly proposed hotel. Saville said parking for the medical office building will be located beneath the facility because of the amount required and to maximize the surface space.

The third phase will add 435 parking spaces overall for a site total of 670.

Saville said that as the site was developed for the hotel project, most of the needed infrastructure and road improvements were installed. A traffic impact study for the third phase found a traffic signal will be warranted and installed  to replace the stop sign at the central entrance and exit at Colonnade Boulevard.

Supervisors will consider a vote to approve the plan conditionally, upon completion of minor and technical items related to stormwater management noted by township staff.
