Penn State Student Accused of Sexually Assaulting, Strangling Woman in State College

Police on Thursday filed charges against a Penn State student accused of sexually assaulting and strangling a woman at his downtown State College apartment.

The woman told police that she met Moncef Guen, 24, of Maryland, through a social media app and went to his East Beaver Avenue apartment for dinner on Dec. 2, 2022. When she arrived, however, it was clear Guen was not preparing dinner and he immediately began to forcefully kiss and bite her, according to an affidavit of probable cause filed by State College police.

Despite being told to stop, the woman said, Guen started removing her clothes. He then carried her to a bedroom where he “bear hugged” her to prevent her from escaping and sexually assaulted her, according to the affidavit.

The woman told police that she was able to slide away from Guen at one point but that he pulled her back and continued the assault. He again bit the woman and also put his hands around her throat, making it difficult for her to breathe, police wrote. After she managed to pull his hands away, she told him he was hurting her, according to the affidavit.

When Guen finished, the woman went to the bathroom to examine herself because of pain from the strangling and biting, police wrote. Guen asked the woman if she liked the marks on her neck and strangled her again, according to the affidavit.

Guen then took the woman to the couch where he sexually assaulted her again, slapped her and told her he was her “master,” police wrote.

After Guen asked her to spend the weekend with him, the woman told him her friends were expecting her home and she left the apartment, according to the affidavit. She went to the hospital for a sexual assault forensic exam, during which a nurse identified significant bruising on the woman’s neck and breast.

The woman went to the State College Police Department for an interview on Dec. 6, and a female officer also documented the significant bruising, according to the affidavit.

Guen is charged with felony counts of sexual assault and strangulation, along with misdemeanor counts of indecent assault and simple assault.

He was arraigned on Thursday afternoon by District Judge Steven Lachman and released on $100,000 unsecured bail.

A preliminary hearing is scheduled for May 15.
