State College Parking Changes in Effect for Penn State Home Football Weekends

Parking changes in State College will be effect for Penn State home football weekends, starting with this week’s opener against Idaho, and while similar to previous years, visitors should be aware of a parking permit program for one borough neighborhood.

As in the past for big event weekends, the State College parking department will not be enforcing — in much of the borough — the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions beginning at noon on Friday until 6 a.m. on Monday.

For the Highlands neighborhood, however, special permits are required for overnight guest parking as part of a pilot program that is in place through July 2020.

On football and other event weekends, Highlands residents who have registered for guest permits will be eligible to purchase overnight parking permits for their guests at a cost of $10. Vehicles must be parked on streets signed for the permits within the boundaries of the pilot program, illustrated on the map below.

Vehicles without a valid permit in the Highlands will be subject to fine. The restriction applies only to overnight parking, and parking within the Highland boundaries without a permit is allowed during the day on Saturday and Sunday.

Registered residents are able to get 36 guest permits per year at no charge for non-event times. However, during designated times such as Blue-White Weekend, Arts Festival and Penn State home football weekends, residents are required to purchase 24-hour guest permits, with a limit of 20.

Advanced registration for residents is required before being able to get guest permits, which are then purchased and registered online through ParkMobile and are associated with a specific license plate number. There is no physical permit to display. See the Highlands parking page on the borough website for more details.

The Highlands pilot program was approved last fall and implemented on March 1. Special weekend permits have been required for the Blue-White Game and Arts Festival.

As usual no, lawn parking will be permitted anywhere in the borough this weekend and all vehicle code and ‘No Parking Any Time’ violations will be enforced.
