A man stole Thursday a scooter owned by a person with physical disabilities, State College police said.

It happened about 8:30 a.m. at Schlow Centre Region Library, at Beaver Avenue and Allen Street, according to a police report. Police said William Anthony Garcia, 20, listed as homeless, took the scooter from a library stairwell.

Its owner had left the scooter in the stairwell while he visited the library, according to the report.

Authorities caught up with Garcia later when, at 12:03 a.m. Friday, he tried to fight a resident at 224 S. Barnard St., police said. Garcia was cited for disorderly conduct in that incident and served with a warrant as police sought the scooter.

The red, non-motorized model is worth about $242, according to an affadavit of probable cause.

Garcia was arraigned before District Judge Carmine Prestia on charges of theft and receiving stolen property. He will next face a preliminary hearing.
