With thousands of people expected Thursday for “A Memorial for Joe,” the public memorial service for Joe Paterno, Penn State and State College borough have announced a variety of parking accommodations.
The service, expected to host about 12,600 people, is scheduled to start at 2 p.m. at the Bryce Jordan Center.
Free public parking for those attending the memorial service will be available in the Stadium West lot, directly adjacent to Beaver Stadium; in the East Deck, on Bigler Road near the Berkey Creamery; and at Innovation Park.

Free shuttle buses will run to the Jordan Center from the Nittany Lion Inn and from the Penn Stater Conference Center Hotel. Those shuttles will start about noon and continue until two hours after the conclusion of the service.
CATA, the Centre Area Transporation Authority, also has announced that all service on all routes will be free Thursday.
In addition, Penn State has announced that memorial-service attendees designated as VIPs and those with ADA needs may park in the Orange L West and Orange L East (Founders) lots, or in the southern portion of Lot 44 or the metered ADA lot. (More specifics also are available via Penn State Live.)
Meanwhile, State College borough has set several short-term parking changes downtown.
All on-street parking meters and borough-owned, metered parking lots will be free from noon Thursday until 8 a.m. Friday, according to a borough announcement. Areas marked with “No Parking 2 a.m.-6 a.m.” signs will continue to see enforcement overnight, however.
Also downtown, vehicles in the three gated, borough-owned parking garages will be allowed to exit free of charge from noon until 5 p.m. Thursday, the borough announced. Those garages are on the 100 block of South Pugh Street, the 100 block of South Fraser Street and the 200 block of West Beaver Avenue.
“The exit gates will be up, and all vehicles can leave without paying during that time,” according to the borough announcement. “The gates will go down at 5 p.m., and normal operations will resume.”
The borough made the adjustments as it expects a high traffic volume Thursday and “to continue Penn State’s lead in keeping the (memorial) service free for guests,” the announcement reads.
All tickets for the memorial service have been distributed. Free of charge, they were made available Tuesday morning. Doors at the Jordan Center are scheduled to open at 1 p.m.
Live television coverage of the memorial service will be available via the Big Ten Network and its website, BTN.com. Live coverage also will be available via local radio station ESPN 1450 AM and may be available via local TV outlets, according to Penn State. “Fans should check their local listings if they do not get the Big Ten Network,” a university announcement reads.
