State College Borough announced parking changes for Blue White weekend, including the first implementation of the new Highlands Residential Parking Pilot Program approved last fall.
As in the past for big event weekends, the State College parking department will not be enforcing — in much of the borough — the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions beginning at noon on Friday until 2 a.m. on Monday.
For the Highlands neighborhood, however, special permits are required for guest parking as part of the pilot program that is in place through July 2020.
Highlands residents who have registered for guest permits will be eligible to purchase overnight parking permits for their guests at a cost of $10 per 24-hour period. Vehicles must be parked on streets signed for the permits within the boundaries of the pilot program, illustrated on the map below.
Vehicles without a valid permit in the Highlands will be subject to fine.

Under the pilot program, registered residents are able to get 36 guest permits per year at no charge for non-event times. However, during designated times such as Blue-White Weekend, Arts Festival and Penn State home football weekends, residents are required to purchase 24-hour guest permits, with a limit of 20.
Residents are required to register in advance before being able to get guest permits, which are then purchased and registered online through ParkMobile and are associated with a specific license plate number. See the Highlands parking page on the borough website for more details.
As usual no, lawn parking will be permitted anywhere in the borough this weekend and all vehicle code and ‘No Parking Any Time’ violations will be enforced.
